Community Development

The Department of Housing & Human Services is responsible for administering the federal Community Development Block Grant (CDBG) Program. The CDBG Program is funded through an annual budget of approximately $1.6 million that is used to fund various projects including the Affordable Housing Program, housing rehabilitation, parks and public works improvements, public water main installations and connections and youth and family counseling services, among others. Funding for this program comes from the U.S. Department of Housing and Urban Development. The sub-division of Water Resources was created to oversee the construction of public water mains and the connection of residential structures with CDBG funding from the federal government. Eligibility for many of our programs is based on individual household income or on the percentage of low and moderate-income residents that live in a certain geographical area, as determined by the census tract maps that are provided by the U.S. Department of Housing & Urban Development (HUD).
